Some citizens connected the video to recent events, including a road accident in Kisumu involving a motorcade belonging to Health CS Aden Duale, wondering if the PS had been affected.
Others suggested fatigue from attending Medical Services PS Ouma Oluga’s thanksgiving ceremony could explain her emotional state.
